Not clear if this could be for an instrumental?

Could this listing be for an instrumental or is it for a vocal only?

NY Ad Agency has an URGENT NEED for an "ALMOST ANYTHING COULD GO" SONG for a :30 TV spot for a foreign bank that loves to air VERY creative commercials. The music they go with is often "NOT NECESSARILY what you would expect, but is VERY COOL, REALLY CATCHY & HIP." Their last spot featured a small chorus of ten year old girls singing call and response (think girls jumping rope) over a very basic Hip Hop track, with a simple piano melody borrowed from Beethoven's 9th. This NEW SPOT features a guy doing BMX bikes tricks on his way to work. ANYTHING COULD WORK for this--it's definitely one of those, "We'll know it when we hear it things." Because it features the BMX bike dude, you COULD go Hard Indie Rock over a Hip Hop beat, but that MIGHT be too predictable--maybe NOT! They're asking you to "think out of the box... maybe juxtapose elements and styles that you'd never expect to go together like a symphony featuring a toy piano, a dulcimer a nd Hard Rock guitar part over a Hip-Hop beat. ANYTHING goes!" Toss convention out the window, but make sure your SONG (of any length, and easy to edit) has an UPBEAT, HIP/COOL, FUN, ENERGETIC (but NOT frenetic), INFECTIOUSLY CATCHY (but NOT CUTESY or QUIRKY) vibe, with a POSITIVE (NO ANGER) LYRIC that could touch on WINNING, GETTING AHEAD, HAVING IT ALL TOGETHER, BECOMING ALL YOU CAN BE and has disparate, unexpected musical and production elements that you'd never guess would go together. Have fun with this one!!! We THINK the payday on this one could go $10,000-$30,000, but DO NOT hold us to that, as it is ONLY a good GUESS. No Publisher Splits. You'll keep 100% of the income. Broadcast Quality Tracks needed (Great sounding home recordings are fine). You MUST own or control 100% of the Master and Composition rights. All submissions will be screened on a Yes/No basis. It didn't mention the lyric as being optional. I had the same question on the first reading of the listing but this section seems to qualify it as a vocal track.

Yea, I had to read it a few times but I also see it as vocal required. However, MY impression is you don't need A LOT of vocal-- not like a song with full lyrics. Just enough to have some catchy phrase, chant, whatever gives it the hook words.

Songs are sung, instrumentals are not songs. This, to me, also qualifies this listing as requesting only vocal music.
