The listing indicate the company asks for covers
50s COVERS/REMAKES OF STANDARD POPULAR SONGS a la "Smoke Gets In Your Eyes" by the Platters, "Loving You", etc. are needed by an Independent Record Label with Distribution for a Compilation CD project. ......... Y110802PO
Is it expected the artist already has a licensee to sell covers?
or will the company take care of that when the CD is put together?
What is 'normal'?

I think it's safe to assume that if the client is requesting the songs, they will handle the mechanical licenses. Since it's their project, they would be handling it.
