If you are concerned that your song is not getting the attention from the library that it deserves and you would like to pull it and place it elsewhere, check your contract for a reversion clause.
Otherwise, I think your concern may be that you are missing out on revenue since you previously had to contact THEM to get paid. That is a pretty touchy thing. Trying to track down and get a response from someone, yet doing your best to be professional and non-confrontational.
On the other hand... It's just one song. You would probably be better off to let it go and use your time to write and sign more to other libraries... I have one in a library that I've pretty much given up hope of ever hearing from the library again. I'm using it as a learning moment and moving on.

Russell, did Dmitry (the OP) say it was just one song? I didn't read that.
As we discussed, you can't assume a library is out of business just because their website is down, they don't reply to emails, etc. If you had evidence they were no longer an active business, that would be different.

The reason I ask is you COULD show the contract to an entertainment lawyer and see what he/she thinks your options are. Maybe sending the library a certified letter asking them to confirm they are still in business and able to actively pitch your song would work but I would ask an attorney first.

They might not have any way of knowing about the previous deal and would sign your track(s).
