How long have you waited for contract

Hey folks
I was recently contacted by a library, requesting to sign one of my songs. They said they'd be sending the contract "shortly" with further instructions. That was a month and a half ago. I've heard stories about ppl waiting years to be contacted after a forward, but what's the longest anyone's waited for an actual contract? Am I being paranoid?

In this situation, I think it would be fine to send an email follow up to the library. If they don't respond, give it some more time.
