ABOUT A FEW MONTH BACK I COMPOSED A INSTRUMENTAL FOR BACKGROUND MUSIC IN A NARRATION Horror SCENE. The director really liked the cue, his question was what is my rate? i think he means my fee My pro is ASCAP I don't know what to tell him

Yes, the director means your fee. And there are several factors that come into play when calculating what your rate is, like charging per minute of music produced as opposed per track/cue, the cost of running your studio (i.e.: electricity, etc.), how much effort you needed to put into composing and producing the track.
Consider all the above details and try and come up with a figure. Of course you may offer the director a "mate rate", be open to negotiating, too, but do not undervalue/undersell yourself.

This is not a question that can be responded to in a simple manner, but I hope the points above can be useful to make you come up with a figure that is fair to you and them
