Well I, for one, don't think "Barbie Girl" is nearly as terrible as that. I actually think it's not a bad little tune for what it is. Silly, disposable, throwaway dance pop, yes. But worst song of the 90s? Not by a longshot.
IMO, that honor certainly goes to Sir Mix-a-Lot, "Baby Got Back."

For me ( off the top of my head ) it's gotta be alanis morrisette's ''Ironic'' song. There is nothing ironic about anything she references to within the lyrics of her song lol.
